Comparative State Analysis
Essential Question
How do state legislatures differ, and what explains the variation?
Overview
Students compare structural features and policies across multiple state legislatures.
C3 Standards Alignment

Learning Objectives
- Compare structural features of multiple state legislatures(D2.Civ.5.9-12)
- Analyze how state characteristics influence legislative design
- Research state legislation on a topic across multiple states(D2.Civ.8.9-12)
- Develop hypotheses about state policy variation(D4.2.9-12)
Materials
- --Computer/laptop access
- --Worksheet H5: State Comparison Analysis
- --State legislature fact sheet
Vocabulary
Procedure
1Framing
8 minutes- Introduce concept: "Laboratories of democracy" — states experiment with different approaches
- Question: "Why do state legislatures vary so much?"
- Preview: Collect structural data on 4 states, then track one policy across them
2Data Collection
22 minutes- Select 4 diverse states (vary by size, region, party control)
- Navigate to CIV.IQ State Legislature pages for each
- Record on Worksheet H5: legislators, terms, session type, salary, population
- Select one policy topic (minimum wage, education funding, gun laws, etc.)
- For each state, find current law and recent legislation on that topic
3Analysis
18 minutes- Look for patterns: What state characteristics predict structure?
- Look for patterns: Does party control predict policy position?
- Develop hypotheses and identify supporting evidence
- Consider alternative explanations and confounding variables
4Discussion
12 minutes- Share hypotheses across groups
- Debate: Full-time vs. part-time legislatures — tradeoffs?
- Key takeaway: State variation creates natural experiments for understanding governance

discussion15 minutes
Look for patterns. Develop hypotheses: What predicts legislative structure? What predicts policy position?
Discussion Questions
Why do state legislatures vary so much?
Does party control predict policy position?
What are the tradeoffs of full-time vs. part-time legislatures?
Assessment
Students complete comparative analysis with evidence-based hypotheses.
Extensions
- --Research how one policy spread across states over time
- --Compare your state to a similar-sized state
