  1. Introduce concept: "Laboratories of democracy" — states experiment with different approaches

  3. Preview: Collect structural data on 4 states, then track one policy across them

  1. Select 4 diverse states (vary by size, region, party control)
  2. Navigate to CIV.IQ State Legislature pages for each
  3. Record on Worksheet H5: legislators, terms, session type, salary, population
  4. Select one policy topic (minimum wage, education funding, gun laws, etc.)
  5. For each state, find current law and recent legislation on that topic

  3. Develop hypotheses and identify supporting evidence
